Lightning in a Bottle

This clear bottle with the dimensions of a high-necked wine bottle contains a dramatic arc of electricity pulsing up and down its length. It is stoppered by a plain cork. Removing the cork as an action causes a stroke of lightning to blast out of it in a line straight from the opening. This single-use item casts the lightning bolt

spell at 3rd level (DC 15 Dexterity save, 8d6 lightning damage) by anyone who can uncork a bottle, including non-spellcasters. If the bottle is broken while still containing its charge, the lightning bolt will discharge in the direction of the nearest living creature (selected randomly if necessary).
